The 11th session of the Sub-Committee on Ship Systems and Equipment (SSE) was held in London from 24 February to 1 March 2025. SSE 11 agreed on draft amendments to the design and prototype test requirements for the arrangements used in simulating the launching of free-fall lifeboats. Measures for the detection and control of fires in the cargo areas of container ships were progressed, and an action plan for the consideration of fire risks for ships carrying electrical vehicles and other new-energy vehicles were agreed. Ventilation requirements for partially enclosed lifeboats were drafted.
The major meeting highlights are summarised below:
- Draft amendments to MSC/Circ.1086 – Code of Practice for Atmospheric Oil Mist Detectors were agreed. This relates to concerns raised that fires on board ships are often caused or enhanced by oil leaks in engine-rooms.
- A draft unified interpretation of SOLAS regulation II-2/10.11 and regulation 7.9.4 of the 1994 and 2000 HSC Codes was agreed to clarify how compliance with the requirements to prohibit PFOS will be demonstrated for both new and existing ships.
- Development of amendments to SOLAS chapter II-2 and the FSS Code concerning detection and control of fires in cargo holds and on the cargo deck of container ships.
- Evaluation of the adequacy of fire protection, detection and extinction arrangements in vehicle, special category and ro-ro spaces in order to reduce the fire risk of ships carrying new energy vehicles.
The following notes are a summary of the relevant topics and outcomes discussed. Note that the presented information reflects the status at the time of Ship Systems and Equipment Sub-Committee 11 which may change as a result of ongoing developments. As SSE is a Sub-Committee, all decisions concerning rules, regulations and dates are subject to further consideration and approval by the Maritime Safety Committee (MSC). It is also uncertain at this time whether the mentioned amendments or new regulations will eventually be adopted in future versions of the Red Ensign Group Yacht Codes or other flag codes.
