Recap: IMO ISWG-GHG 20

The IMO Intersessional Working Group on Reduction of GHG Emissions from Ships (ISWG-GHG 20) was held at the IMO in London from 20 to 24 October 2025.

The ISWG-GHG 20 meeting convened just after an extraordinary MEPC session (MEPC ES.2) was adjourned without adopting the Net-Zero Framework. However, it was clarified at the outset that ISWG-GHG 20 must fulfil its mandate from MEPC 83 regardless. This constructive decision ensured that efforts to develop the detailed guidelines supporting the NZF would carry on, maintaining momentum and providing a degree of regulatory certainty even as final adoption of the NZF is pending. In other words, the IMO’s work on GHG reduction measures is still moving forward, a positive sign for industry seeking clarity on future requirements.

Major ISWG-GHG 20 outcomes can be summarised as follows:

  • Continued development of NZF guidelines: IMO is pressing ahead with developing the various guidelines envisioned under the Net-Zero Framework. Although no new requirements were finalised, this intersessional period is being used to exchange views and build consensus on key technical guidelines.
  • Regulatory timeline and next MEPC: It was agreed that MEPC 84 (April/May 2026) will consider how to resume the suspended MEPC ES.2 session (expected to reconvene in late 2026). In the interim, the work program continues. Notably, ISWG-GHG 21 is confirmed to meet in April 2026, the week before MEPC 84, to further develop GHG measures and review submissions in advance.
  • 5th IMO GHG Study preparations: ISWG-GHG 20 reached agreement that the terms of reference for the Fifth IMO Greenhouse Gas Study will be finalised at MEPC 84.

The following notes summarise key discussions and outcomes of ISWG-GHG 20 that are particularly relevant to SYBAss members, focusing on the development of GHG guidelines, proposed incentive (reward) systems, life-cycle emissions methodology, and upcoming milestones.
